Lt. Col. Michael D. Walker (USAFR)
Mr Walker is co-founder and principal of PCT Federal Services, an advisory and asset management firm focused on Intellectual Property. Previously, he was the Chief Executive Officer of Ocean Tomo Federal Services, an IP consulting firm focused on servicing, valuing and monetizing government IP assets. During his tenure, Mr. Walker led the creation of an auction model for the government marketplace. This model was used to sell IP owned by NASA, the first ever sale of a U.S. government patent license through a public auction. Mr. Walker has twenty years of experience and expertise in the field of science and technology and is a former United States Air Force decorated combat pilot who was also selected by NASA to fly pathfinder missions for the Space Shuttles.
Prior to Ocean Tomo Federal Services, he was a founding member of Falconhill Partners, LLC, a fully integrated private real estate investment and development firm. Mr. Walker has also worked with the United States Air Force Reserves, where he served as a project manager and key advisor to the Chairman (equivalent of a 3-star General) of the Air Force Scientific Advisory Board ("SAB"). As project manager for the SAB, he facilitated studies which impact $2 billion in science and technology programs on cutting edge technological issues including Operationalizing Space Launch and Technology Options for Improved Air Vehicle Fuel Efficiency; and managed studies of first impression including, Networking to Enable Coalition Operations and Domain Integration. As an advisor to the SAB, Mr. Walker also facilitated independent assessments of the quality and long-term relevance of the Air Force Science and Technology (S&T) program. He achieved the Air Force's vision for S&T via a network of distinguished scientists, engineers, and independent consultants, linking Air Force science and engineering to the private and public sectors by maintaining close contact with technical experts in industry, academia, and government.
Mr. Walker is a director of numerous corporate, government and non-profit entities including the Board of Directors for the District of Columbia's Emerging Technology Consortium; Board of Directors for the Air Force Academy Society of Washington where he served with District of Columbia delegate to the U.S. House of Representatives, Eleanor Holmes Norton; and District of Columbia Councilmember-at-large Kwame Brown's Local, Small and Disadvantaged Business Enterprise ("LSDBE") Development and Equity Participation Task Force. He is also a member of the Washington D.C. Chamber of Commerce and the Veterans' Entrepreneurship Task Force. Mr. Walker earned a Bachelor of Science degree from the United States Air Force Academy.
