Michael D. Crain

Michael D. Crain is a Senior Advisor at PCT Federal Services, LLC, a SDVOSB firm focused on providing consulting services and web-based competitive intelligence products to help clients achieve their mission. He is also the head of PCT Federal Services' Beijing office.

Prior to joining PCT, Mr. Crain was Chief of Staff to the United States Ambassador to the People’s Republic of China where he was involved in the leadership and management of the day-to-day activities of the Embassy. In his varied role, he was responsible for overall coordination of various issues, including intellectual property rights, national security initiatives, inter-agency economic agenda, commerce, trade and environmental concerns. In addition, he oversaw the visits of countless high-level U.S. government officials to China in coordination with all divisions within the Embassy.

Before moving to China, Mr. Crain served as Director of Advance for United States Secretary of Commerce Carlos Gutierrez in Washington, DC. In this capacity, he was responsible for coordinating all domestic and international visits of the Secretary. Prior to that, he served as Director of the Republican National Committee’s Victory 2004 program, Senior Managing Director of the 2005 Presidential Inaugural Committee, and White House Advance Representative. He also served as Senior Counsel to the Assistant Secretary for Legislation at the Department of Health & Human Services, where he was responsible for communicating the Department’s legislative goals to Members of Congress.

Prior to joining the Bush Administration, Mr. Crain served as General Counsel of Meyers & Associates, a Washington-based government relations and business consulting firm. In addition, he has held various staff positions with Congressman Jerry Lewis (R-CA), Congresswoman Kay Granger (R-TX), Congressman Pete Geren (D-TX), Fort Worth Mayor Kenneth Barr, the Government Affairs Office of American Airlines and the Texas State Senate.

Mr. Crain holds a degree in Business Administration from Texas A&M University, and a J.D. from Texas Wesleyan University School of Law. He is fluent in Mandarin.
